Pipa is a tourist puedeblecito surfing environment (yes, more than kite surfing), and very nice and quiet.
The best places to surf are Cunhaú Bar and Tiba do Sul.
Cunhaú In the bar you can navigate with onshore wind and small waves or wind and sea side (little) choppy. Tb. You can navigate flat water, but the wind is offshore in that area and if you drop the kite you can go to the other side of the river / lake.
